Exiled from Nevarra for attempting to assassinate the king back in the day, Caspar now runs a spy ring out of Antiva that messes with rich people and encourages dissidents and anti-monarchy propaganda (The Spider's Sons). He's MIA for long stretches, but if he's in Kirkwall it's usually in the taverns or delivering messages to various division offices.

Reputation

• Caspar's attempt to assassinate Markus Pentaghast 15 years ago was fairly Big News, so anyone up on their Nevarran history is welcome to connect the name Caspar Perakis to the event.
  
• Sounds mostly Antivan. Someone with a good ear might pick up the ghost of a Nevarran accent.
  
• Nobody would really know he's the leader of a spy ring, but they might know he's got spy connections/possibly a spy himself based on the scouting work he does for Riftwatch.
